I know that ExpressVPN L2TP is working in China because I tested it recently, but I'm not sure whether other provider's L2TP servers are working in China right now. Connection time is very good and the vpn works perfectly on a pc (not sure about the mac), but there is a problem on a iOS and android devices. Connection breaks constantly on iOS and android devices almost every 30 seconds, and when I contacted the customer support it was a nightmare.
